Rapid Expert Assistance and Co-operation Teams for Conflict Prevention, Crisis Management and Post-Conflict Rehabilitation (REACT)



The REACT course is a six-week training programme on international peace operations intended for professionals interested in improving their knowledge of conflict prevention, crisis management and post-conflict rehabilitation, as well as to develop practical skills for their work in the field.




REACT was created in 2003 with the aim to prepare professionals of different profiles, interested in joining the Expert Teams for Rapid Assistance and Cooperation of the Organization for Security and Cooperation in Europe (OSCE).


Over time, the content of the course has been adapted to the needs and realities of other international and regional organizations including the United Nations.

REACT is the only training course of its kind that takes place in Spain. Since its inception, 20 editions have been taken place and over 400 students have benefit from it. Next course will take place in May 17th.





    • To review and analyse the main threats to international peace and security; contexts in which conflicts arise; key actors; and its impact on civilians.
    • To explore the mechanisms of international organizations for the prevention, management and resolution of conflicts as well as for the protection of civilians.
    • To strengthen the capacity and confidence of participants to cope with and work in hostile environments.






As part of the REACT course, students will benefit from the program Hostile Environment Awareness Training (HEAT). An intensive 40-hour course that aims at training professionals to effectively deal with multiple threats present in hostile field environments.
HEAT is expected to improve participants’ understanding of the behavioural field requirements while working as a team member of an international field operation irrespective of their national or professional background.
This training programme is certified by ENTRi (Europe´s New training Initiative for Civilian Crisis Management) and conducted by the Guardia Civil at its Centre for Special Training in Logroño.

The teaching staff are trainers and experts from international organizations, including the UN, OSCE and NATO; diplomats and civil servants; military personnel; police officers; experts from the ICRC and other NGOs; independent consultants; and university professors.


The course uses a variety of methodologies, including lectures and presentations, debates, group work, practical and advanced role-playing sessions, outdoor activities and simulation exercises.


Candidates must be fluent in English as all lectures are given in English.


The course takes place in Madrid, at the premises of the Escuela de Organización Industrial (EOI) which is located at Av. de Gregorio del Amo 6. The last week of the course takes place in Logroño, in Northern Spain, at the Special Training Centre of the Guardia Civil.


Participants who successfully complete the course will obtain a diploma from Helsinki España in cooperation with the Escuela de Organización Industrial (EOI). Participants will also obtain a Hostile Environment Awareness Training Certificate from the Guardia Civil.

Course fee is € 4.950.  It covers:

Course fee does not include:

× Accommodation and meals during the stay in Madrid
× Meals during the stay in Logroño
× Travel costs other than the ones related to the field trips

Helsinki España has a scholarship fund that is assigned based on the profile and needs of the participants.


Registration fee: € 350.

This fee should be paid once the student is accepted and confirms his/her availability to participate in the course. Registration fee is non-refundable.
